Gyeonggi-do Prepares for The Second Architectural Asset Implementation Plan: Auri-Symposium on Architectural Asset Promotion Policy for Local Goverments

On May 31, the 1st AURI-Symposium on Architectural Asset Promotion Policy for Local Governments was held under the theme of ¡®status and development direction of Gyeonggi Province¡¯s architectural asset promotion policy¡¯. Gyeonggi Province was the first in the country to establish an Architectural Asset implementation plan and register Exceptional Architectural Assets, and was preparing the second Architectural Asset implementation plan (hereinafter implementation plan). The symposium covered the specifics of the implementation plan based on the experience of implementing the Architectural Asset policy. The first speaker, Go Yongsoo (director, architectural design division of Gyeonggi Province), highlighted the Architectural Asset baseline survey as the key task of the implementation plan. In order to promote the Architectural Asset policy, it will be important to identify significant Architectural Assets in Gyeonggi-do. To implement the policy, Gyeonggi Province plans to draw upon local cultural centers and public routes that are familiar to each district, and to create a checklist for uniformity in the baseline survey. For the fullscale implementation of the policy, the need for sufficient manpower and a dedicated department in charge of monitoring, education, and promotion has emerged, and, as a solution, the local government plans to expand the Architectural Asset workforce in the short term and establish a support centre in the long term. The second speaker, Choi Hojin (engineering researcher, Hanyang University), focused on the issues that he had to consider when conducting the baseline survey. He said that they were concerned Gyeonggi-do¡¯s defining characteristics compared to other regions and how to deal with types such as port-related facilities and military facilities that are difficult to classify under the existing categories of architecture, spatial environments, and infrastructure. He also mentioned that the value judgments outlined in the baseline survey were evaluated differently depending on who the surveyor is, so there is a need for some consistent criteria such as ¡®30 years or more¡¯ and ¡®wooden structure¡¯. The final speaker, Kim Jaeyoung (deputy section chief, Korea Land and Geospatial InformatiX Corporation) introduced a platform pilot project on which Gyeonggi Province and Korea Land and Geospatial InformatiX Corporation are working together. The platform is designed to efficiently manage Architectural Assets. Architectural Assets are basically recorded with only address information, but the number of floors, shape, and so on, are added to this information and coded to coordinate them. By storing the information in coordinates, it is possible to keep track of the Architectural Asset even if the address of the Architectural Asset changes, and through density analysis, it is possible to identify which locations have a large number of Architectural Assets, which helps to designate architectural asset enhancement zones.
